I fail to understand the reason for the quote from Abraham Lincoln in 1861. His administration was the very antithesis of his statement. Was his speech an attempt to embolden the southern states to "dismember" the existing government so he would have the excuse he needed to wage war upon these states and destroy them? That's the only conclusion I can come to. This is the same kind of manipulation we have lived through for the last 4 years.
